THE MEDALS OF FRENCH INDOCHINA

Le Gouverneur général p. i. de l'Indochine, Commandeur de la Légion d'honneur,

Vu les décrets du 20 octobre 1911, portant fixation des pouvoirs du Gouverneur général et organisation financière et administrative de l'Indochine;
Vu la circulaire ministérielle du 20 juin 1911 ;
Vu le décret du 2 décembre 1925 ;
Vu le décret du 27 janvier 1928 ;
Vu l'arrêté  du 14 février 1920, portant organisation du personnel indigène du Service forestier de l'Indochine ;
Vu l'arrêté du 19 septembre 1924, portant réorganisation du personnel français des Forêts de l'Indochine,

      ARRÊTE :

Article premier. — Les fonctionnaires ou agents en activité de service du cadre local de l'Administration des Forêts de l'Indochine, peuvent obtenir une médaille d'honneur en argent, dans les conditions suivantes :

1° S'ils comptent quinze ans de services irréprochables (non compris les services militaires) dont dix ans au moins dans  l'Administration des Forêts de 1'Indochine ;
2° S'ils se sont signalés par des actes exceptionnels de courage dans l'exercice de leurs fonctions ;
3° S'ils se sont fait remarquer par des travaux particulièrement utiles à la Colonie.

Art. 2. - Les médailles sont décernées par le Gouverneur général, sur la proposition des Chefs d'Administration locale ou du Chef de service intéressé, et après avis de l'Inspecteur général de l'Agriculture, de l'Elevage et des Forêts.

Art. 3. — Il pourra être accordé au maximum quatre vingts médailles dont 50 au personnel européen et 30 au personnel indigène.
Lorsque ces chiffres seront atteints, il ne pourra être attribué de médailles que dans la mesure des extinctions ou des radiations.

Art. 4. — La médaille est du module de trente millimètres, elle porte du côté face, l'effigie de la République française avec, en exergue, les mots « Indochine française », sur le revers, elle porte, en exergue, l'inscription « Service des Forêts de l'Indochine » et au centre la devise «Honneur et Mérite».

Art. 5. — Les titulaires de la médaille d'honneur sont autorisés à la porter suspendue à un double ruban en soie, large, de 35 millimètres, rayé de bandes verticales jaunes, vertes et rouges, conforme au type officiel. Ils pourront également porter à la boutonnière gauche du col de leur vêtement, un ruban mêmes couleurs.

Art. 6. — En cas de faute grave, l'autorisation du port de la médaille peut être suspendue ou retirée par décision du Gouverneur général.

Art. 7. — Le titulaire d'une médaille reçoit gratuitement le diplôme et la médaille avec son ruban.

Art. 8. — L'attribution de la médaille donne droit à une allocation annuelle de cent francs, qui est payée, leur vie durant, aux titulaires, par semestre, aux dates du 1er janvier et du 1er juillet. Le paiement de l'allocation cessera au décès du titulaire de la médaille et dans les cas de suspension ou de radiation déterminés à l'article 6 ci-dessus.
Cette allocation est supportée par le budget du pays où sert l'intéressé et quand celui-ci est en retraite ou démissionnaire, par le budget du pays où il a cessé ses fonctions.
Les conditions dans lesquelles le paiement de cette allocation sera effectué aux titulaires en activité ou en retraite, seront fixées dans chaque pays de l'Union, par décision du Chef d'Administration locale.

Art. 9. — L'allocation annuelle attachée à la médaille d'honneur décernée au personnel des Forêts de l'Indochine est décomptée, en ce qui concerne les agents indigènes, en piastres au taux de 2 fr. 50.

Art. 10. — Les frais de médaille, de ruban et de diplôme seront à la charge du Budget général de l'Indochine.

Art. 11. — Le Secrétaire général du Gouvernement général de l'Indochine, les Chefs d'Administration locale, le Directeur des Finances, le Trésorier général et 1'Inspecteur général de l'Agriculture, de l'Elevage et des Forêts de l'Indochine, sont chargés, en ce qui le concerne, de l'exécution du présent arrêté.

In view of the decrees of October 20th, 1911, fixing the powers of the Governor General and financial and administrative organization of Indochina;
In view of the ministerial circular of June 20th, 1911;
In view of the decree of December 2nd, 1925;
In view of the decree of January 27th, 1928;
In view of the order of February 14th, 1920, on the organization of the indigenous personnel of the Forest Service of the Indochina ;
In view of the order of September 19th, 1924, reorganizing the staff of the French Forestry personnel of Indochina,

      ORDERS :

First article. — Officials or agents in active service of the local cadre of the Forest Administration of Indochina, may obtain a Medal of Honor in silver, under the following conditions :

1. If they have fifteen years of impeccable service (excluding military service) with at least ten years in the Forest Administration of 1'Indochine;
2. If they distinguished themselves by special acts of courage in the exercise of their functions;
3. If they were noted by work particularly useful to the colony.

Article 2. — The medals are awarded by the Governor General, on the proposal of Heads of Local Government or Head of department concerned, and following the opinion of the Inspector General of Agriculture, Livestock and Forestry.

Article 3. — It may be granted a maximum of eighty medals including 50 European personnel and 30 native personnel. When these figures have been attained, it will be able to be allocated medals only the the extent of redemptions or expulsions.

Article 4. — The medal is the model of 30mm, on the face, the effigy of the French Republic, in epigraph, the words "French Indochina", on the reverse, in epigraph, theh inscription "Forests of Indochina Service" and in the center the motto "Honour and Merit".

Article 5. — Holders of the Medal of Honor are allowed to wear it suspended from a double silk ribbon, 35 mm wide, with vertical strips of striped yellow, green and red, according to the official type. They may also wear on the left lapel of the buttonhole of the garment, a ribbon of the same colors.

Article 6. — In the event of serious misconduct, the permission to wear the medal may be suspended or withdrawn by decision of the Governor General.

Article 7. — The holder of a medal receives without charge the diploma and the medal with its ribbon.

Article 8. — The awarding of the medal entitles an annual allowance of one hundred francs, which is paid throughout their lives, to holders, per semester, on the dates of January 1 and July 1. The payment of the allowance will cease on death of the holder and in cases of suspension or expulsion as determined in section 6 above. This allowance is borne by the budget of the country where the person serves and when retired or resigned from the budget of the country where he left the service. The conditions under which the payment of this allowance will be made to holders or retirees, will be determined by each country of the Union, by decision of the Chief of the Local Administration.

Article 9. — The annual allowance attached to the medal of honor awarded to the personnel of the Forests in Indochina is counted in regard to native agents, in piastres at the rate of 2 fr. 50.

Article 10. — The costs of medal, ribbon and diploma will be charged to the general budget of Indochina

Article 11. — The Secretary General of the Government General of Indochina, the Chiefs of Local Administration, the Director of Finance, the General Treasurer and Iinspector general of Agriculture, Livestock and Forestry of Indochina, are responsible, as each is concerned, in the execution of this order.
